Gavin Lawlor MIPI has been elected as the President of the Irish Planning Institute (IPI) for the term 2024-2025, ushering in a new era for the organization. As the Director at Tom Phillips + Associates, Lawlor will lead a group of 1,000 professional planners across Ireland, coinciding with the Institute’s 50th-anniversary celebration in 2025. Joining him in a key leadership role is Brian McCarthy MIPI, Senior Planner with Clare County Council, who has been elected as the Vice President of the Institute.

In his inaugural address as the 35th President of the Institute, Lawlor highlighted the significant issues he aims to address during his tenure. He emphasized the importance of the upcoming Planning and Development Bill and its potential far-reaching consequences for Irish society. Lawlor urged the government to consider the perspectives of planning practitioners in interpreting the legislation, particularly in the context of addressing climate change and a growing population.

Lawlor stressed the urgency for the government to listen toplanning practitioners and ensure that the legislation is fit for purpose. He outlined a priority to provide necessary support, information, training, and advice to IPI members. Despite advancements in innovation, Lawlor addressed the persistent issue of resourcing within the planning system, calling for immediate support and investment from the government.

With nearly three decades of planning experience, Lawlor brings a wealth of expertise to his role. His presidency signals a renewed focus on navigating legislative changes and addressing resource challenges to advance Ireland’s planning landscape. Lawlor outlined the centrality of planning to societal and economic sectors, emphasizing the need for increased efficiency, innovation, and investment in training opportunities to bridge the current resource gap.
