A private partner is sought to design, build, and finance a campus building for Technological University Dublin (TU Dublin), writes David Keniry.

The Grangegorman Development Agency (GDA) is seeking to appoint a Developer for the West Quad Grangegorman Property Exchange Project. The Project comprises the design, construction and financing of the west quad at Grangegorman in exchange for the title of the TU Dublin Aungier Street Campus.

The GDA is responsible for the urban and social renewal of a c.30ha site at Grangegorman. The relocation of several TU Dublin facilities from various city sites to Grangegorman is being managed by the Grangegorman Development Agency in a phased manner.

As part of the current programme of works, the Agency – with TU Dublin – is now advancing with plans to develop the West Quad Grangegorman. The West Quad will provide c.21,000m2 of new higher-education learning/ teaching space to support the continued consolidation of elements of TU Dublin at Grangegorman.

It will replace TU Dublin facilities, functions, and operations presently at the TU Dublin Aungier St. Campus, and its development will be funded by the disposal of same.

The GDA Board and the TU Dublin Governing Body perform the role of a joint Approving Authority. The West Quad Project Board performs the role of Sponsoring Agency.

Responses to the request for qualifications are due by April 5th.

The latest phase of development at Grangegorman, the Central & East Quads PPP project, saw two brand new academic buildings open during the 2020/2021 academic year. The project was delivered in collaboration with the National Development Finance Agency, Grangegorman Development Agency and Department of Further and Higher Education, Research, Innovation and Science.

The NDFA, part of the National Treasury Management Agency (NTMA), acting on behalf of the Department of Further and Higher Education, Innovation and Science as Approving Authority, managed the procurement of this PPP project with the GDA acting as Sponsoring Agency.

The PPP contract to design, build, finance and maintain the two academic quad buildings for 25 years was awarded to the Eriugena consortium in March 2018. The Eriugena consortium was led by Macquarie Capital, with construction undertaken by a joint venture between John Sisk & Son and FCC Ireland.  Facilities management services are provided by Sodexo. The construction phase of the project was funded by the European Investment Bank, MUFG, Sun Life Investment Managers and Talanx Asset Management.
